Brief Introduction of the Call Guidelines for International Science and Technology Cooperation Programs of Guangdong Province in 2025

　　一、項(xiàng)目類別
　　2025年度省國(guó)際科技合作領(lǐng)域項(xiàng)目指南由四個(gè)專題組成：專題一“國(guó)際科技合作項(xiàng)目”，專題二“發(fā)展中國(guó)家人員能力提升培訓(xùn)項(xiàng)目”，專題三“在粵設(shè)立外資研發(fā)中心”，專題四“科技部2025年度國(guó)際杰青計(jì)劃（部地協(xié)同資助）”。
　　I. Programs Description
　　The International Science and Technology Cooperation Programs of Guangdong Province in 2025 includes 4 programs:
　　Program 1: International Science and Technology Cooperation Program
　　Program 2: Training Program for Capacity Enhancing of Personnel in Developing Countries
　　Program 3: Foreign-funded R&D Centers in Guangdong
　　Program 4: Talented Young Scientist Program in 2025 (Ministry-Province Collaborative Funding)
　　二、申報(bào)方式
　　符合指南申報(bào)條件的單位通過“廣東省政務(wù)服務(wù)網(wǎng)”或“陽(yáng)光政務(wù)平臺(tái)（http://pro.gdstc.gd.gov.cn）”提交有關(guān)材料，各級(jí)主管部門在陽(yáng)光政務(wù)平臺(tái)對(duì)申報(bào)項(xiàng)目擇優(yōu)推薦。
　　II. Application Submission
　　Applicants meeting the criteria specified in the call guidelines are required to submit relevant materials through the online application system (http://pro.gdstc.gd.gov.cn). Competent authorities at all levels will review and recommend projects on the online application system.
　　三、申報(bào)時(shí)間
　　專題一（國(guó)際科技合作研發(fā)項(xiàng)目）、二、三的申報(bào)單位網(wǎng)上集中申報(bào)時(shí)間為2025年4月14日—2025年6月13日17時(shí)，主管部門網(wǎng)上審核推薦截止時(shí)間為2025年6月20日17時(shí)。專題一（2025年度廣東-新西蘭雙邊聯(lián)合資助項(xiàng)目）的申報(bào)單位網(wǎng)上集中申報(bào)時(shí)間為2025年4月14日—2025年5月30日17時(shí)，主管部門網(wǎng)上審核推薦截止時(shí)間為2025年6月6日17時(shí)。專題四時(shí)間另行通知。
　　III. Application Timeline
　　Program 1(International Science and Technology R&D Cooperation Program)/2/3: The online application submission is open from April 14, 2025, to 5:00 PM on June 13, 2025. The online review and recommendation deadline for competent authorities is 5:00 PM on June 20, 2025.
　　Program 1(Guangdong–New Zealand Bilateral Joint Funding 2025): The online application submission is open from April 14, 2025, to 5:00 PM on May 30, 2025. The online review and recommendation deadline for competent authorities is 5:00 PM on June 6, 2025.
　　Program 4: The timeline will be announced separately.

　　IV. Call Guidelines
　　專題一：國(guó)際科技合作項(xiàng)目
　　Program 1: International Science and Technology Cooperation Program
　　一、國(guó)際科技合作研發(fā)項(xiàng)目
　　（一）支持內(nèi)容。
　　支持廣東省高等院校、科研院所、企業(yè)等創(chuàng)新主體牽頭，聯(lián)合國(guó)外高等院校、科研院所、企業(yè)等合作機(jī)構(gòu)，共同開展前沿理論、科學(xué)方法等的研究，圍繞技術(shù)實(shí)驗(yàn)、技術(shù)轉(zhuǎn)移、技術(shù)應(yīng)用、人才交流等方面開展合作。
　　（二）資助方式。
　　經(jīng)專家評(píng)估評(píng)審，擇優(yōu)予以事前立項(xiàng)資助，每項(xiàng)資助金額不超過50萬(wàn)元。
　　1. International Science and Technology R&D Cooperation Program
　　1. 1 Supported Content
　　Supports leading innovation entities in Guangdong Province, such as universities, research institutes, and enterprises, in collaboration with foreign counterparts, to jointly conduct research on frontier theories and scientific methods, and to cooperate in technology experimentation, transfer, application, and talent exchange.
　　1.2 Funding Method
　　Funding decisions are based on expert evaluations, not exceeding RMB 500,000 per project (upfront funding).
　　二、2025年度廣東-新西蘭雙邊聯(lián)合資助項(xiàng)目
　　（一）支持內(nèi)容。
　　在省科技廳與新西蘭奧克蘭大學(xué)簽訂的合作諒解備忘錄框架下，支持廣東省高等院校、科研院所、企業(yè)等創(chuàng)新主體牽頭，聯(lián)合新西蘭高等院校、科研院所等創(chuàng)新主體，共同開展生物醫(yī)藥領(lǐng)域國(guó)際科學(xué)研究合作項(xiàng)目。
　　（二）資助方式。
　　廣東省：為廣東牽頭單位提供每項(xiàng)最高50萬(wàn)元人民幣的資助；新西蘭：為新西蘭牽頭單位提供每項(xiàng)最高12萬(wàn)新西蘭元的資助。
　　2. Guangdong–New Zealand Bilateral Joint Funding 2025
　　2.1 Supported Content
　　Supports leading innovation entities in Guangdong Province, such as universities, research institutes, and enterprises, in collaboration with New Zealand counterparts, to jointly undertake international scientific research cooperation projects in the field of biomedicine under the framework of the memorandum of understanding signed between the Department of Science and Technology of Guangdong Province （GDST) and the University of Auckland, New Zealand.
　　2.2 Funding Method
　　Funding decisions are based on expert evaluations.
　　(1)Guangdong Province: Up to RMB 500,000 per project for Guangdong-based co-leads.
　　(2)New Zealand: Up to NZD 120,000 per project for New Zealand-based co-leads.
　　專題二：發(fā)展中國(guó)家人員能力提升培訓(xùn)項(xiàng)目
　　Program 2: Training Program for Capacity Enhancing of Personnel in Developing Countries
　　（一）支持內(nèi)容。
　　支持承擔(dān)聯(lián)合國(guó)、國(guó)家部委和我省重點(diǎn)任務(wù)，面向發(fā)展中國(guó)家、“一帶一路”沿線國(guó)家、東南亞國(guó)家聯(lián)盟成員國(guó)等國(guó)家的科研及管理人員，重點(diǎn)圍繞我省科技創(chuàng)新政策與管理、孵化育成體系建設(shè)兩類內(nèi)容在廣東省內(nèi)舉辦科技創(chuàng)新能力提升培訓(xùn)班。
　　（二）資助方式。
　　經(jīng)專家評(píng)估評(píng)審，擇優(yōu)予以事前立項(xiàng)資助，每項(xiàng)資助金額不超過50萬(wàn)元。
　　1. Supported Content
　　Supports entities undertaking key tasks of the United Nations, national ministries, and Guangdong province in organizing training projects within Guangdong Province. This program aims to enhance scientific and technological innovation capabilities for researchers and scientific research management personnel from the developing countries, "Belt and Road" countries, and ASEAN member states, focusing on two areas: (1) science and technology innovation policies and management; (2) construction of incubation system development.

　　Funding decisions are based on expert evaluations, not exceeding RMB 500,000 per project (upfront funding).
　　專題三：在粵設(shè)立外資研發(fā)中心
　　Program 3: Foreign-funded R&D Centers in Guangdong
　　（一）支持內(nèi)容。
　　支持知名跨國(guó)公司和國(guó)際頂級(jí)科研機(jī)構(gòu)等，依照中國(guó)法律在廣東省境內(nèi)大力建設(shè)外資研發(fā)機(jī)構(gòu)，特別是鼓勵(lì)其聯(lián)合廣東省高等院校、科研機(jī)構(gòu)、企業(yè)等創(chuàng)新主體合作共建，共同推動(dòng)粵港澳大灣區(qū)高質(zhì)量發(fā)展；業(yè)務(wù)范圍包括開展自然科學(xué)及其相關(guān)科技領(lǐng)域研究開發(fā)和實(shí)驗(yàn)發(fā)展（包括為研發(fā)活動(dòng)服務(wù)的中間試驗(yàn)），研發(fā)內(nèi)容包括基礎(chǔ)研究、應(yīng)用研究、產(chǎn)品開發(fā)等。對(duì)上述已建成外資研發(fā)機(jī)構(gòu)擇優(yōu)予以資助。
　　（二）資助方式。
　　根據(jù)專家評(píng)估和審核結(jié)果，對(duì)符合申報(bào)條件、運(yùn)行良好且績(jī)效突出的外資研發(fā)中心予以后補(bǔ)助支持，每項(xiàng)資助金額不超過100萬(wàn)元。
　　1. Supported Content
　　Supports well-known multinational corporations and top international research institutions in establishing foreign-funded R&D centers in Guangdong Province in accordance with Chinese laws, with a focus on encouraging joint construction and collaboration with Guangdong-based universities, research institutions, and enterprises to promote high-quality development in the Guangdong-Hong Kong-Macao Greater Bay Area. The business scope includes R&D, and experimental development in natural sciences and related technological fields (including pilot testing services for R&D activities), and the R&D content covers basic research, applied research, and product development.
　　2. Funding Method
　　Funding decisions are based on expert evaluations, not exceeding RMB 1,000,000 per project (post-award funding).
　　專題四：科技部2025年度國(guó)際杰青計(jì)劃（部地協(xié)同資助）
　　Program 4: Talented Young Scientist Program in 2025 (Ministry-Province Collaborative Funding)
　　國(guó)際杰青計(jì)劃是中國(guó)科學(xué)技術(shù)部于2013年設(shè)立的推動(dòng)中外青年科技人文交流、幫助發(fā)展中國(guó)家加強(qiáng)科技能力建設(shè)、合作培養(yǎng)青年科技領(lǐng)軍人才、促進(jìn)務(wù)實(shí)國(guó)際科技合作的重要機(jī)制。科技部和廣東省擬于2025年啟動(dòng)國(guó)際杰青計(jì)劃部地協(xié)同資助工作。2025年國(guó)際杰青計(jì)劃的申報(bào)與評(píng)審工作由科技部具體組織實(shí)施，申報(bào)指南以科技部發(fā)布內(nèi)容為準(zhǔn)（可關(guān)注科技部官網(wǎng)，預(yù)計(jì)于2025年中發(fā)布）。廣東省科學(xué)技術(shù)廳將對(duì)廣東省內(nèi)創(chuàng)新主體在國(guó)際杰青計(jì)劃框架下開展的部分交流合作（重點(diǎn)合作國(guó)別為“一帶一路”國(guó)家和發(fā)展中國(guó)家）予以資助。
　　The Talented Young Scientist Program, established by the Ministry of Science and Technology of the People’s Republic of China in 2013, serves as a crucial mechanism to promote scientific and technological exchanges of the youth between China and foreign countries, enhance technological capacity construction in developing countries, collaboratively cultivate young leading scientific and technological talents, and facilitate practical international science and technology cooperation. The Ministry of Science and Technology and GDST plan to initiate the Ministry-Province Collaborative Funding for the Talented Young Scientist Program in 2025. The application and evaluation process will be organized and implemented by the Ministry of Science and Technology, with the application guidelines to be released by the Ministry of Science and Technology on its official website (expected to be released in mid-2025). GDST will provide funding for certain exchanges and collaborations involving innovation entities from Guangdong Province under the framework of this Program, with a focus on the countries along the "Belt and Road" and the developing countries.
